In April of 2017 after a severe rainstorm and flooding, highway 395 experienced catastrophic failure due to a plugged culvert at Masten Creek from the flooding. WSDOT contracted WM. Winkler CO. for the emergency repairs and rebuilding of the infrastructure and highway. The Project was fast tracked with Emergency funding and was completed in 60 days. WM. Winkler CO. provided extensive debris removal, Matsen Creek Channel work, flow alignment, new pipe and culvert installation, embankment and roadway base, revegetation, and hot mix asphalt (HMA) paving to repair the washed-out roadway and get traffic restored. WM. Winkler CO. received a HUB build northwest award for excellence in construction for this project in 2017.
