– Mister Speaker, I rise today to recognize Brian Winkler for his 40 years of dedicated service to our community in Eastern Washington and to the United States of America. Following in the footsteps of his father, a decorated World War II veteran, Brian served as a U.S. Navy Seabee for 15 years and dedicated his life to upholding their motto of “We Build, We Fight, Can Do.”

Brian’s “Can Do” spirit and commitment to service did not stop there. For the past 25 years, he has tirelessly devoted himself to helping veterans, their families, and his community. Among his many remarkable achievements, Mr. Winkler spearheaded the construction and donation of a water park that has provided joy to generations of young children in our region. Moreover, he has generously shared his time, expertise, and resources with the Salvation Army, City Gate, and numerous other local charities.

To this day, Mr. Winkler maintains a “Seabee” float that he built which he showcases at parades and veterans events across Eastern Washington. He has also used his business to create employment in Washington’s fifth congressional district for more than 200 individuals. significantly improving the lives of families in his community.

In addition to his extensive community work, Mr. Winkler has been an unwavering advocate for veterans from every branch of the military. He has extended his support to organizations such as the Seabee Veterans of America, Spokane Veterans Home, Navy League of the United States, Honor Point Military Aerospace Museum, Veterans of Foreign Wars, the Spokane chapter of the Vietnam Veterans of America, the United States Marine Corps League, and many more.

Mr. Winkler is a selfless individual who represents everything that is good in the United States of America. His unyielding desire to give back to his community, as well as his enduring commitment to our country and veterans who selflessly served it, are a testament to his profound dedication to helping others. His continued contributions will undoubtedly have a lasting impact on the lives of so many, and I know I speak for everyone in Eastern Washington when I say our community is a better place do to his “Can Do” efforts to help others.

Your demolition crew was amazing!  It was like a well-performed surgery… Everyone arrived early and immediately set to work… The reason I am writing this to you, is that I feel that I am relatively minor client. A small “fill-in” job in your busy summer schedule. Over the years, I have learned to expect less competent and less cooperative workers for such a small home remodeling job. I was not expecting the “A” team.

I wanted to write a note of thanks, for the recent work that your company has done replacing our driveway and sidewalk. I chose Winkler for this job because possibly your grandfather did the sidewalk in front of our house. They proudly left their mark and that sidewalk is still a quality piece. I wanted the same quality for my new driveway.

I have recently retired, so when your crews showed up here in July, I had a chance to fully observe their activates. First of all, I need to commend your demolition team. We have had over a dozen contractors and sub-contractors involved in the various phases of remodeling our house. We have learned to expect lots of “collateral damage” with demolition. Your demolition crew was amazing! In just a few hours, they were able to take out tons of the old concrete/asphalt with only a slight crack (barely noticeable) in the step out from the house. It was like a well-performed surgery. with the sidewalk demolition, they did break one of the electrical connections to the underground sprinkler, but they were very capable at repairing this on site, and it still works perfectly today.

The next day, your concrete team showed up to pour and level the concrete. I have been working with various collections of people for decades and I have come to appreciate the magic of a “great” team. This was a “great” team! It was a treat to watch them. Everyone arrived early and immediately set to work. Older and younger, taller and shorter, larger and smaller; they were all full of energy, they new what to do, helping each other at a moment’s notice. Throughout the day, this team worked relentlessly until the job was finished. the final brushing of the concrete was closely supervised by the team boss to be sure it was of the highest quality. At the end of the job, he also stayed to set up the barriers. The next day his supervisor, dropped by to look over the job, to make sure it was done well. Great supervision at every level. Part of making and keeping a “great team” is great coaching and supervision.

The reason I am writing this to you, is that I feel that I am relatively minor client. A small “fill-in” job in your busy summer schedule. Over the years, I have learned to expect less competent and less cooperative workers for such a small home remodeling job. I was not expecting the “A” team. But in my conversations with Mike Etter, your project manager, I have come to realize that all of your teams strive to be “A” teams.

Thank you so much for the new side walk at 1626 E. Pacific Avenue, the job was completed in an extremely orderly manner. the finished sidewalk looks wonderful.

But, more importantly, you picked a great company, WINKLER CONCRETE CONSTRUCTION. The workmanship is superb. The consideration during the construction of the sidewalk was beyond expectation. I use a walker, this was taken into account during the construction. The crew was always professional and polite. I guess I can not say enough for the Winker Concrete Construction company.
