Mann-Grandstaff Crawlspace Abatement

WM Winkler Co. served as Prime Contractor for the Abate ACM in Room C005 Crawlspace project at Mann-Grandstaff VA Medical Center, delivering a technically demanding asbestos abatement and concrete encapsulation project within an active federal healthcare facility. The work required precise coordination, strict compliance, and disciplined execution to protect patients, staff, and ongoing hospital operations.
The project encompassed approximately 3,800 square feet of confined crawlspace where Winkler self-performed the majority of construction activities, including grading within restricted access conditions and placement of a CDF concrete encapsulation slab on steep slopes. Our team managed asbestos abatement subcontractors while performing demolition, excavation, site concrete, structural concrete, and full site restoration. All work was executed under federal documentation standards and VA-specific infection control protocols.
Operating inside an active hospital introduced significant complexity, including stringent noise limitations, infectious disease control requirements, and phased construction sequencing. Constrained working conditions demanded careful planning, custom access solutions, and continuous coordination with hospital personnel. Winkler’s crews maintained a strong safety culture while managing fluctuating crew sizes ranging from five to twenty personnel.
Completed on or ahead of schedule and on budget, the project earned a “Very Good” CPARS rating from the Department of Veterans Affairs. The successful delivery of this work reflects WM Winkler Co.’s proven capability to perform sensitive, high-risk construction in regulated federal environments while maintaining quality, safety, and operational continuity.
